The Watchers
Through a world full of darkness we walk unseen
Watching ruins of dreams that might have been
Its a silent world that we Watchers now roam
Despair covers the streets, that we used to call home
How did we get here? What did or didn't we do?
We did nothing and nothing we said was true
We are all that's left and now we take our leave
With no one to Watch, who will see us grieve?

The humaness of humanity is rapidly fading.  Possible answer to your question:

The matrix makers or the angels, though they may be one in the same.
